When do clocks change? Sunday, November 1, 2026

Under federal law, US daylight saving time ends at 2:00 AM local time on the first Sunday in November (15 U.S.C. 260a). In 2026 that is Sunday, November 1. At 2:00 AM, clocks go back to 1:00 AM, so the hour from 1:00 to 2:00 AM happens twice. New York moves from EDT (UTC-4) to EST (UTC-5), and Los Angeles moves from PDT (UTC-7) to PST (UTC-8).

Phones and laptops update on their own. The time change in November 2026 matters most for meetings that cross borders, because not everyone changes on the same day.

Three different gaps in two weeks

Picture a team in New York with colleagues in London and Bangalore. The UK and EU ended summer time on Sunday, October 25, 2026, at 1:00 AM UTC (Directive 2000/84/EC sets the last Sunday in October). The US follows a week later. India does not change at all. Here is the same 12:00 PM New York meeting on three dates:

12:00 PM in New York converted to other cities before, during and after the clock change weeks of 2026
CityBefore Oct 25Oct 25 to Oct 31From Nov 1

Los Angeles9:00 AM PDT9:00 AM PDT9:00 AM PST
Phoenix9:00 AM MST9:00 AM MST10:00 AM MST
Honolulu6:00 AM HST6:00 AM HST7:00 AM HST
  • US and Europe: for one week, from October 25 to October 31, London is only 4 hours ahead of New York instead of 5, and Paris or Berlin is 5 hours ahead instead of 6. From November 1 the usual gap returns. See EST to GMT and CET to EST.
  • US and India: the gap grows by an hour. New York goes from 9 hours 30 minutes behind IST to 10 hours 30 minutes behind, and Los Angeles from 12 hours 30 minutes to 13 hours 30 minutes. A 9:00 AM Eastern standup lands at 7:30 PM in India, not 6:30 PM. See EST to IST, PST to IST and our US and India meeting times guide.
  • Arizona and Hawaii: clocks there do not change. Phoenix stays on MST (UTC-7) and Honolulu on HST (UTC-10), so after November 1 Phoenix is 2 hours behind New York instead of 3, and Honolulu is 5 hours behind instead of 6.

Recurring calendar invites

A recurring invite is pinned to the time zone of the person who created it. A weekly 10:00 AM New York meeting stays at 10:00 AM in New York, so it moves an hour earlier for London during the week of October 25 and an hour later for India from November 1. If a London colleague created the invite, it stays fixed in London time and moves for everyone in the US instead.

That is usually what you want, but it can push a call outside someone’s working hours. An evening call for India that ended at 9:30 PM now ends at 10:30 PM. Decide whose local time should stay fixed, and update the invite on purpose instead of by accident.

What to check the week of the time change

  1. List recurring meetings with people outside your state, especially in Europe, India, Arizona and Hawaii.
  2. For each one, check the new local time on both sides for the weeks of October 25 and November 1.
  3. Watch Sunday, November 1 itself: anything booked between 1:00 and 2:00 AM is ambiguous in US zones.
  4. Tell the team in writing. Include the city or time zone and the date, such as “10:00 AM New York (EST), Monday, November 2”.
  5. Check booking pages, reminders and automated jobs that use a fixed UTC time.

Find a meeting time shows working hours for New York, London and Bangalore side by side for any date and suggests times that fit everyone. Share a time link so each person sees it in their own zone.

The Sunshine Protection Act: what it proposes

The Sunshine Protection Act would make daylight saving time permanent across the US, ending the switch back to standard time each November. States that already stay on standard time all year, like Hawaii and most of Arizona, would not be forced to change under past versions of the bill.

Legislative history

  • March 15, 2022: the Senate passed S. 623, the Sunshine Protection Act of 2021, by unanimous consent. The House never voted on it, so it expired at the end of that Congress (Congress.gov, S. 623).
  • January 2025: the bill was introduced again as H.R. 139 in the House and S. 29 in the Senate (Congress.gov, S. 29).
  • July 14, 2026: the House passed H.R. 139 by 308 to 117. On July 15 the Senate referred it to the Commerce, Science, and Transportation Committee (Congress.gov, H.R. 139).

Current status, October 2026

As of October 27, 2026, the Senate has not voted on H.R. 139 and it has not become law. In early October, Senate Majority Leader John Thune said there was “no clear path forward or consensus on it yet”, even with support from President Trump (The Hill, October 6, 2026). The Senate left without acting and is not expected back until after Election Day (The Hill). Some senators want a vote in the November and December session, but whether one happens, and whether the bill would pass, is uncertain. Either way, US clocks go back on November 1, 2026.

If the Senate passes the bill unchanged it goes to the President. If the Senate amends it, the House must agree again. If neither happens before this Congress ends in January 2027, the bill dies and would need to be introduced again.

What permanent daylight saving time would mean for meetings

If the bill became law, the effective date would depend on its final text, so do not change any invites yet. Once it applied, New York would stay on UTC-4 all year:

  • India: a steady 9 hours 30 minutes from New York all year, with no more yearly jump. US and India teams would have the easiest time.
  • London and Europe: Europe would keep changing its clocks, so the gap would be 4 hours in the European winter and 5 hours in summer, with short odd weeks in March too. You would still need to check every spring and fall.
  • Arizona and Hawaii: if they keep standard time, they would sit one hour further from the rest of the US than they do in winter today.

Whatever happens, the converter and meeting planner follow the official time zone database, so they will show the right times when any law changes.
